SYNOPSIS

The Selangor State Government recognizes that in order to safeguard the resource and address the environmental challenges posed by many activities in the basin and its rapid economic development, it is necessary to deal with the issues in an integrated manner.

Selangor Waters Management Authority or its acronym, SWMA/LUAS is a one-stop agency for the management of water resources, river basin, water bodies, ground water and coastal waters in the State of Selangor. It was established under the Selangor Waters Management Authority Enactment 1999 pursuant to the approval of the Selangor State Legislative Assembly on 9th April 1999.

Through the enactment, Selangor has put in place a legal system that can facilitate the state to manage, conserve and develop its water resources in a sustainable manner. The enactment provides provisions of the responsibility of SWMA/LUAS to not only manage and conserve water resources, but also ensure water sufficiency and security for the state.

BIODATA OF SPEAKER

Haji Md. Khairi Bin Selamat is the 4th Director of Selangor Waters Management Authority (SWMA/LUAS). He graduated from the University of Glasgow in Scotland with a Degree B.Se (Hons) in Civil Engineering. He was then appointed as engineer at the Selangor’s Department of Irrigation and Drainage (DID) in 1985. Along his career, Haji Md. Khairi has been servicing in few different states in Malaysia including Terengganu, Melaka, Kuala Lumpur and the department headquarters. Later in 1996, he completed his Master Sc in Construction Management from the University of Loughbrough, Leicestershire. Before he was appointed as the director of SWMA, Haji Md. Khairi has been servicing with SWMA/LUAS as the Senior Assistant Director from 2007 until 2008.

His 30 years in government service has gained him big experiences and expertise in the area of research and development in Integrated River Basin Management (IRBM), budget and tender preparation, as well as supervising project. Among the studies which he involved in are; River Basin Management Blueprint Study, Langat River Basin Study, Kedah River Study and Sabah’s Bandau River Study. Haji Md. Khairi was also a coordinator for the Integrated Water Resources Management (IWRM) collaboration between Malaysia and Denmark from 2004 until 2008. He is one of the steering committee of the Malaysian Country Water Partnersip (MyCWP) and an active member of the Malaysian Water Partnership (MyWP) as well.
