SYNOPSIS
Road safety has the contributory factor from good roads, good vehicles and good drivers. The role of Weight Restriction Order (WRO) on the load carrying capacity of the vehicles against the road structures cannot be under-estimated. The Malaysia Government, through the Ministry of Works, had recently amended the WRO to cater for increase in load carrying capacity of commercial vehicles.
The Talk gives a brief introduction to WRO that shapes the Maximum Permissible Gross Vehicle Weight (BDM) and classifies the Federal Routes according to load bearing of roads. Maximum wheel loads affect the maximum axle loads which will in effect affect the vehicle BDM and its design.
Overloading of vehicles has damaging effect to roads and may risk the vehicles in road crashes and financial losses. The Talk also highlighted overloading offences and the shortcomings of the WRO.
BIODATA
Dato’ Ir. Foong Choy Chye is a practicing consulting engineer specializing in road transport engineering and automotive engineering. He graduated from TAR College with a Diploma Tech in Automotive in year 1980 and completed the EC(UK) Part 2. He is a registered PE with Practicing Certificate with the Board of Engineers Malaysia, and also registered with the Road Transport Department (JPJ) Malaysia to submit vehicle plans, certification and supervisions of vehicle works.
Dato’ Ir. Foong is a Panel Members for the Independent Advisory Panel for the Genting Highlands Bus Crash, 21/8/2013, as well as an Independent Investigation Panel for the Simpang Pulai Tour Bus Crash 20/12/2010. He sits in the Committee of ISO/TC22- Road vehicles and the Committee for TC Commercial Vehicles, SIRIM. He sits in the Panel for National Occupational Skill Standard to develop a number of NOSS related to commercial vehicles. Currently, he is an Ordinary Council Member of IEM for the Session 2017-2018, 2018-2019, 2019-2020.
