SYNOPSIS

Product Certification for construction materials and products has been an important requirement for quite sometimes, such as in the certification of local products in government procurement, certification of certain imported construction material and certification of products specified in project technical specification.

This Talk will highlights the fundamental of product certification as per International Standard ISO/IEC 17067, competency of Certification Body to International ISO/IEC 17065 and engaging Certification Body for certification of local and imported products.

The talk will touch on the certification of local construction material for government procurement and on the requirement for certification construction products which are listed in the Fourth Schedule of CIDB Act 520 (Amendment 2011) which are now being regulated and requires CIDB approval for their use in construction industry.

At the end of the talk, the participants will gain some knowledge on the principals of Product Certification, the regulatory requirements, the process and how to go about and to get a product service.

BIODATA OF SPEAKER

Tn. Hj. Yahya graduated as Civil Engineerr with a Bachelor of Engineers (Hons) degree from University of Malaya in 1980 and subsequently graduated with a Master of Science (Structural Engineering) degree from the University of Stratchlyde, Glasgow, United Kingdom, in 1986. A registered Engineer with IEM, BEM and a Member of Institute of Malaysia (IQM).  

He has more than 30 years of working experience with 15 years in JKR/IKRAM Malaysia from 1980-1996, and 17 years in IKRAMQA Services Sdn Bhd (IKRAM QA) from 1997-2014. While in IKRAMQA, he has successfully established IKRAM QA Services Sdn Bhd as a competent Certification Body (CB) Conforming to International Standard ISO 17065 and Material Testing Laboratory (under SAMM) conforming to International Standard ISO/IEC 17025 which are both accredited by the Department of Standards Malaysia (STANDARDS MALAYSIA).

Tn. Hj. Yahya has also been actively involved in standardisation development activities at the National and International level for nearly 25 years since 1990 and has participated in Technical Committees (TCs) and Working Groups (WGs) in SIRIM, in drafting Malaysian Standards in various capacities as TC Chairman, TCs and WGs Members.

At the International level, he has participated in the International Standardization Organisation Technical Committee for ISO TC 96 series of meeting since 2004 until 2014 that were held in several cities in the world and also participated in Malaysian delegation headed by Department of Standards Malaysia to the ISO – DEVCO General Assembly in New Delhi, India (2011), San Diego USA (2012) and Saint Petersburg, Russia (2013).

While in IKRAMQA, he has been involved in certain government agencies meeting discussing on the implementation of mandatory Malaysian Standard for importation of imported construction product and the implementation of usage of local construction product in government procurement.
