SYNOPSIS

Building audit is defined as a systematic approach to problem solving and decision making whereby it is required when the building and its operation are to be assessed for the condition to confirm with the safety of the intended use of the particular building. It also provides a platform for the estimation of the Budgetary Maintenance Cost and towards developing a rational Maintenance Management Strategic Plan. With the promulgation of Street, Drainage and Building Act 1974 Act 133, Section 85A by Local Authority such as DBKL, MPSJ & etc, high rise condominium building is mandatorily assessed to meet the requirement at the frequency of not more than every 10 years. The Professional Engineer is therefore expected to carry out a comprehensive visual inspection that relies largely on his professional engineering assessment, judgement and technical advice.

The audit procedures and expectation could be varied from one sector to another. In many cases, the building integrity could be affected due to improper planning and insufficient experience in building auditing works. The well-rounded knowledge and experience in term of Construction Industry Practice, Structure Design & Construction Materials, Research & Development and Academic Qualification/Training are essential to enhance the good engineering judgement with viable recommendations. Case studies are to be included and discussed in this talk.


BIODATA OF SPEAKER

Ir. Dr. Tan has a wide range of knowledge in research & development, construction experience and building design particularly in the field of Cement and Concrete Technology. He has completed a collaboration project with University of Michigan and obtained his Doctorate of Philosophy (PhD) academic qualification from National University of Singapore (NUS) in 2003. His expertise and areas of interest are in design, certification, assessment and testing services related to the building materials mainly on the concrete and cement materials

He also initiates the interest in the promoting sustainable environment and efficient energy for the building design in Malaysia. He is a Professional Member of Malaysia Green Building Confederation (MGBC), Green Building Index Facilitator (GBIF), Professional Engineer (PE) registered with Board of Engineers Malaysia (BEM), Council Member of The Institution of Engineers, Malaysia (IEM) for the years of 2007-2010, 2011-2014 and present session. He is also a Certified QMS Auditor/Lead Auditor (ISO9001:2008), International Register Certificated Auditors (IRCA), United Kingdom. He also participates in Technical Committee of SIRIM on Concrete & Concrete Products, Technical Committee of National Ready-Mixed Committee Malaysia (NRMCA), SAC- SINGLAS Signatories Approval in Civil Engineering such as Harden Concrete, Fresh Concrete & Cement Testing. He has been involved his business in few countries mainly in Malaysia, Singapore, and China.
