SYNOPSIS

The construction and use of motor vehicles in Malaysia are regulated under the Road Transport Act and its regulations. With the changing economy and social advancement, the government authorities have upgraded the requirements from basic features to safety performance standards. To keep abreast with the developed nations, Malaysia had signed the 1958 Agreement and Working Party in Automotive (WP29) in 2010 whereby Malaysia will adopt the UNR (United Nations Regulations) to ensure the technical performance of the vehicles. By this, Malaysia become a contracting party to the Agreement with E52 Mark and subscribe to the MRA (Mutual Recognition of Approval). To date, there are already 100 UNR gazetted under the Construction and Use Rules, Road Transport Act.

The talk will highlight the UNR that are already gazetted and how they are enforced through homologation and Vehicle Type Approval process on all new models. The components or systems under these Regulations will have to undergo the various technical performance tests specified in these Regulations by the accredited Testing Laboratories. Test data and reports will be needed to confirm the compliance on the specific standards. Visual check and road test will be conducted before Vehicle Type Approval is awarded to the applicant by the Road Transport Department.          
            
BIODATA OF SPEAKER

YBhg. Dato’ Ir. Hj Mohamad bin Dalib has more than 33 years of experience in the construction and use of motor vehicles, particularly on the statutory regulations and the management of the technical requirements. Currently, he is the Director in the Automotive Engineering Division of Road Transport Department Malaysia.

He graduated with a Bachelor of Engineering (Automotive) from Sunderland University UK in 1977. Upon graduation, he joined JKR and was seconded to Road Transport Department as the Operations Engineer. In 1998, he was promoted to be the Deputy Director in the Automotive Engineering Division. He obtained his PE from BEM in 2005. In 2008, he was further promoted as Director.

In recognition of his excellent service, he was conferred with Datoship in 2013 by the Sultan of Selangor and Sultan of Pahang.

Currently, he represent Malaysia in the harmonisation of UNR amongst the ASEAN countries. He is also the Chairman for SIRIM Standards Council (Vehicles) and the ASEAN Automotive Products Working Group.
