SYNOPSIS

In the construction industry, temporary works are required in erecting permanent works. Temporary works are defined as parts of the works that allow or enable construction of, provide access to, protect or support the permanent works; and which may or may not remain in place after the completion of the permanent works.

There have been many incidences of mishaps, failure and weakness in temporary works leading to collapse of structures and accidents on site. Some incidents have even caused fatalities and injuries to both general public and workers at site.

Scaffolding is one of the many temporary works used. Effective 1st December 2015, CIDB Act 520 (Amendment 2011) came into force requiring scaffolding to conform with MS1462.

This enforcement will directly impact stakeholders in the construction industry, including contractors, developers, engineers, manufactures, suppliers and importers.

This two part talk highlights the role and responsibility of Professional Engineers with Practising Certificate on Temporary Works (PETW) and raises awareness on the requirements for conformance with this act and MS1462.


BIODATA OF SPEAKER

Ir. Tan Yean Chin is a Professional Engineer an Accredited Checker (Geotechnical) registered with the Board of Engineers, Malaysia (BEM). He obtained his Bachelor Degree in Civil Engineering with First Class Honours from University Technology Malaysia (UTM) in 1992.  He later obtained his Masters Degree in Geotechnical Engineering and The Chin Fung Kee Prize for outstanding academic performance from Asian Institute of Technology (AIT), Bangkok in 1994. Ir. Tan is the President of The Institution of Engineers, Malaysia (IEM) and Board member of the Board of Engineers, Malaysia (BEM).  He also holds the position of Secretary General of the Federation of Engineering Institutions of Asia and the Pacific (FEIAP), an independent umbrella organisation for the engineering institutions in the Asia and the Pacific region. Ir Tan currently is the Senior Director in G&P Professionals Sdn Bhd, a multi disciplines engineering consulting firm. He has published more than 70 technical papers on geotechnical engineering in local and overseas conferences and seminars. Ir. Tan is the Chairman of the Committee on Professional Practice at Board of Engineers, Malaysia (BEM) and the Chairman of the CIDB Working Group for drafting of Construction Industry Code “Safe Use of Scaffolding in Construction & “Safe Use of Falsework in Construction”.

Ir. KB Lee is Professional Engineer registered with Board of Engineers, Malaysia (BEM). He holds a Bachelor of Engineering (Civil & Structural) from National University of Malaysia. Ir. Lee has more than 18 years working experience in scaffolding, falsework & formwork mainly for construction sector (building & infra structural work), oil & gas, aircraft, shipyard and etc. His career is technical advice and design of scaffolding, falsework & formwork. Ir. Lee currently is the Senior Technical Manager of Vasco Scaffold Sdn. Bhd, a leading scaffolding, falsework & formwork manufacturer & supplier in Malaysia. He is a committee member of Civil & Structural Engineering Technical Division of IEM, the Chairman of IEM Committee of “Prevention of Collapse of Scaffolding & Falsework”, Committee Member of CIDB Working Group for drafting of Construction Industry Code “Safe Use of Scaffolding in Construction & “Safe Use of Falsework in Construction”, committee member of the SWO-IEM-SIRIM technical committee for “Code of Practice for Design of Structural Steel (EC3)”, committee member of the SIRIM technical committee for the development of Malaysian Standards MS1462 on “Tubular, Modular & Prefabricated Scaffolding” and  “Metal Equipment For Falsework & Propping”.
