SYNOPSIS
The Presenter has been involved in coal ash regulation and barrier requirements for over seven years, since the Kingston, Tennessee coal ash spill and the initiation of this as a significant and active issue. He has given testimony at public hearings and provided technical information and knowledge to governmental regulators, congressional staff and legislators and other industry and environmental participants and stakeholders. The presentation planned will offer a brief history of the political and environmental issues that have led the US EPA to publish the December 2014 coal ash regulations and an overview of the regulatory requirements both in general terms and specific to geosynthetic barriers. Implementation schedules of the regulations will be summarized and the effects on market activity estimated and projected.
BIODATA OF SPEAKERS
Boyd Ramsey has been engaged with the geosynthetic and waste disposal and containment industries for nearly 20 years. He is currently the Chief Engineer with GSE Environmental LLC and as such has been involved with the design and selection of containment systems at several of the world largest cities including New York City at the Fresh Kills facility, in Hong Kong, at the NENT facility and other regional landfills and hundreds of other municipal disposal sites in the United States and around the world. Mr. Boyd Ramsey obtained Bachelor of Science (Chemistry) in 1985 from University of Illinois, He also the Co-Chair of the International Geosynthetics Society Technical Committee on Barriers and leads this global organization in the use of geosynthetic barrier materials.
