SYNOPSIS

The one day course will expose the participants to the basic knowledge of RSA practice in Malaysia. The RSA was started in Malaysia in 1990 as one of the efforts initiated by JKR to reduce accident fatalities in Malaysia. This measure is primarily targeted at the road environment factor which contributed more than 20% to the incidents of road accidents. Currently Malaysia has a road fatality of about 6500 per annum of which 60% are motorcyclists. This is a huge economic loss to the country. Road engineers involved in design and construction can play a vital role in making the roads safer to the users by incorporating safety auditing. The various stages of RSA will be highlighted and the salient features which contributed to better safety will be discussed. The format of the reports to be prepared will also be elaborated. The seminar will give an overall view to those who are keen to pursue the field of RSA as a specialisation in their careers.


BIODATA OF SPEAKERS

Ir. Aik Siaw Kong graduated from the University of Malaya with Bachelor of Civil Engineering (Hons) in 1975. He began his working career with the Public Works Department since graduation and had served as a project engineer on the construction of Kuantan-Segamat Highway (2 years), highway planning engineer with the Ministry of Works (3 years), and highway design engineer with the Road Design Section JKR HQ (6 years).

He has also served as an assistant director of operations with the Malaysian Highway Authority coordinating the planning, design and construction of the north-south Toll Expressway section in Kedah, Penang and Perak (5 years).

From 1990-94, he was the Senior Assistant director of Roads maintenance section, overseeing the planning, budgeting and implementation of all maintenance programme of the Federal Roads in Malaysia. For his services to the country, he was bestowed the titles of KMN (93) AMN (83) by the Yang Di Pertuan Agong.

In 1995, he joined the private sector and has been involved in the engineering consultancy services, specialising in road design and road safety auditing. He is an accredited Road Safety Auditor with JKR since 2005. In 2002, he obtained his MSc (Highway & Transportation) from UPM and was a part-time lecturer with UPM MSc Program from 2007-2009 on the subject of Road Safety Audit.

He is also appointed to serve in the Jawatankuasa Pengajian Program Bacelor Kejuruteraan (Awam) for UPM since 2012.
He is currently a Director of the consulting firm of Pakatan Jurutera Pintar Sdn Bhd since its inception in 1998. The company specializes in highway design, road safety auditing and traffic studies.

He was the Hon. Secretary of Chartered Institution of Highway & Transportation Malaysia Branch (CIHTMB) from 1996 – 2000 and is currently still serving as a Committee Member for CIHTMB. He has presented various papers at some REAM Road Conferences. This includes the guidelines on the Design and Installation of Longitudinal Safety Barrier in Malaysia at the 6th MRC.

He is also a course lecturer on REAM Road Safety Audit course since 2011. In 2013, he was also appointed as a member of the Independent Panel of Inquiry by the Minister of Transport of Malaysia on the bus crash in Genting Highland at KM 3.6 on 21st August 2013 which killed 37 people.
In August 2014, he was appointed to serve as an Independent Director for the Public Listed Company of Lysaght Galvanized Steel Berhad.
