SYNOPSIS
Background - Our country started off with the Uniform Building By-Law (UBBBL) 1984 and this went on well until it was revised in 2012. Since then UBBL is no longer uniform in our country. This is because EACH State MUST gazettes the UBBL 2012 in their respective State Assembly in order the UBBL to become a lawful document.
Selangor State was the first to gazette the revised UBBL 2012.In a haste to gazette the UBBL 2012 without sufficiently vetting the document, there were a number of incorrectly worded clauses, spelling error, etc. There are many more States yet to gazette the UBBL 2012.
Note: Sarawak Ordinance is almost a version of UBBL 1984 and would remain the same until it adopts the revised 2012 version.
In this respect, 0ur Uniform Building By-Law 1984 is NO LONGER uniform in all the states. A working group chaired by a Senior Officer from the Fire Rescue Department Malaysia (FRDM) is working towards correcting the incorrect words and errors in the UBBL 2012. Upon completion it will be UBBL 2019 or 2020 then the cycle repeats itself, awaits the respective State Assembly to gazette the UBBL.
The various shortcomings of the UBBL 2012 will be highlighted and new items proposed in the UBBL 2019 especially on Schedule 10.

Gary is a member of the Building Services Technical Division and member of the Fire Advisory Board of the Institution of Engineers, Malaysia. He has a degree in Mechanical Engineering from the University of Canterbury, New Zealand and a Management Diploma from New Zealand. He is a Professional Engineer registered with the Board of Engineers, Malaysia and a Fellow of the Institution of Engineers, Malaysia (IEM). In 2016 he obtained Approved ISO31000 Risk Management Lead Trainer Certificate from G31000 Institution.
Ir. TAN CHEW Principal – Fire Safety Engineering Consultant, GP-Team Design Sdn Bhd. Ir. Tan Chew has more than twenty year experiences in the Fire Safety Engineering design on smoke control system for factories, industrial buildings, hypermarkets, shopping complexes, atrium, power plants, tunnel and etc.
Ir. Tan Chew graduated from University of London for his Bachelor of Science in Mechanical Engineering during 1979 and Master of Science in Air Conditioning and Refrigeration the following year. After working in the air conditioning and ventilation industry for about 3 years, he pursued his MBA in London City University in 1984. He is a Member of The Institution of Engineers, Malaysia (IEM) and a Registered Professional Engineer in the Board of Engineering Malaysia (BEM). He is also a member of Society of Fire Protection Engineers, USA (SFPE), and a Member of The Institution of Fire Engineers and UK (IFE) Malaysian branch. Ir Tan Chew is actively involved in the SIRIM Technical Committee for Smoke Control (TCS) and SIRIM Technical Committee in Passive Fire Protection (TCP) including chairing of the working group in the TCS.
