SYNOPSIS
Water resources management in Malaysia has mainly been focused on SUPPLY rather than DEMAND management. In addition, Water resources management is still essentially being approached from a sectoral view point with two dominant user and development sectors being the Public Water Supply and Agriculture (Irrigation). The other leading developers but passive water users are the Energy (Hydropower) Sector and Flood Managers.
As the country rapidly approaches a Developed Nation status, the need is to shift the emphasis of Water Resources management approach from Supply Management to Demand Management. The need to shift emphasis is becoming more urgent with highly developed river basins facing severe water stress situations and with uncertainties in climatic conditions. The Academy of Science Malaysia (ASM) has identified Water as a vital subject to ensure the nation’s sustainable growth particularly from the perspective of Science, Technology and Innovation. This talk will highlight on the approach being taken by ASM with regards to Water Demand Management.
BIODATA OF SPEAKER
After graduation as a civil engineer from the Plymouth College of Technology, United Kingdom, he joined the Public Works Department, Malaysia and served the government between 1963–1974. In January 1975, he became a partner in the British Consulting engineering firm of Binnie and Partners (Malaysia). The firm was restructured in 1980 as Syed Muhammad, Hooi dan Binnie Sdn Bhd and Dato’ Ir. Syed Muhammad Shahabudin became the Chairman and Managing Director.
When the firm was completely taken over in 1995 by Malaysians, a local company SMHB Sdn Bhd was formed. He assumed the duty as Executive Chairman. He has recently retired from the Firm.
His contribution to the engineering and water industry in Malaysia and some countries in South-East Asia spans over 50 years. He is currently a Board Member (2007 to date) of National Water Services Commission (SPAN), Board Member (1999 to date) of Selangor Water Management Board (LUAS) and a Fellow (2010 to date) of the Academy of Sciences Malaysia with responsibility as Chairman of the Task Force in Water Demand Management.
