Biodata of Speaker
Ir. William Devabalan Arulsingam (Technical Director – Roads & Highways (Asia), JACOBS)
Ir. William D. Arulsingam is a professional civil engineer with 29 years of experience mainly in the planning, design, construction, and management of transportation projects related to roads, highways, rail, streetscape (including bicycle & pedestrian facilities), and storm water treatment/drainage. He started his career as a Construction Engineer working on Petronas’ Peninsular Gas Utilisation Project before being employed as a Bridge Engineer with HSSI in 1990. In 1991 he moved to Minconsult as a Highway Engineer, and then went on to manage the Putrajaya Department within the organisation before leaving for a career in the USA in 2001. Ir. William was employed as a Senior Project/Design Manager with R&M Consulting Engineers in California from 2001 to 2013 where he was involved in various highway, rail and road projects mainly in the San Francisco Bay Area. In March 2014, he returned to Malaysia under Talent Corp’s Returning Expert Programme and has been in employment with Jacobs since then.
Ir. William received his B. Eng. (Civil) from UPM in 1990 and completed his M. Sc. (Civil-Transportation) from San Jose State University in California in 2004. He is a registered Professional Engineer (Civil) with the Board of Engineers Malaysia and the California Board of Professional Engineers and Land Surveyors. Ir. William has worked on major projects in the United States, Malaysia, Australia, Singapore, UAE, India, Philippines, Indonesia, China, Bhutan, Bangladesh, Nepal, Hong Kong and New Zealand.
