SYNOPSIS

Public assets management is very critical to the development countries around the world. Public asset which is owned by Federal, State and Local Government which include transportation networks, energy supply systems, flood protection and land drainage systems, solid waste facilities, library administration and other community facilities, educational and health sector facilities as well as furniture and fittings. Such assets have the sole purpose of providing the needed services to the public and enhancing their quality of life. Without proper practice of asset management infrastructural decay will be eminent as such service delivery by the government or public authority might significantly be affected. The practice and performance of asset management in Malaysia need to examine. Within this domain, works are carried out on an ad-hoc basis.

Besides that, reactive maintenance is employed which is associated with various disadvantages. More so, works is carried out without proper systematic planning in execution. It is conceived that the asset and facilities are not performing well and as such incur high maintenance cost. So that, Government agencies including the local government are responsible for managing the nation’s physical assets and facilities to a quality service to the public. The Public Works Department (PWD) in particular has been entrusted to introduce Total Asset Management (TAM) concept as part of effort to inculcate a new regime of maintenance culture in the public service in Malaysia. Together with MAMPU, PWD is introducing MySPATA, an electronic based asset management solution for all categories of immovable assets belonging to various ministries/departments. Effective asset management is necessary to ensure the asset and facilities provided are managed and able to serve the intended purpose for which it is constructed.


BIODATA SPEAKER

Sr Dr. Syamilah Yacob is currently as a Building Surveyor at Maintenance Engineering Branch, Malaysia Public Work Department (PWD). She attained her Bachelor in Building Surveying from UiTM in  1998, Master from Malaysia University of Technology (UTM) and PhD  in Building Science and Performance from University of Malaya (UM).  She already served to PWD more than 10 years and actively involved in Government Asset Management. Her involvement in developing the Government Policies, Standards Procedures, and Guidelines such as Building inspection guidelines, facility management, space management, design for maintainability and others. Besides that she is also the subject matter expert (SME) for Government Asset Management systems MySPATA II under MyBangunan especially BCA. For professional body involvement, she is also the Registered member of Royal Institute of Surveyor Malaysia (RISM), Council Member of Malaysia Asset and Project Management Association (MAPMA), and affliate member of Insitute Asset Management (IAM – UK). She is also the recipient of the Malaysia Building Surveyor Award 2013.
