SYNOPSYS

There are just as many merits for Design and Build contracts or projects as there are arguments against this mode of contractual engagement. In a developing country, the growth rate is directly proportionate to its speed of infrastructure readiness (e.g. roads, transportation facilities, IT & telecommunications, power generation & distribution) and operation timeliness of CAPEX producing assets (e.g. factories, manufacturing plants, oil & gas facilities) to monetize these investments. Hence, there CAPEX stakeholders would employ the best means to expedite the completion and immediate operations of these facilities and assets in a cost efficient manner, i.e. employing the Design and Build approach.

For this forum, Ir. Faizal will provide some insights of Design & Build projects and how it compares with other conventional mode of engagements as this mode of contract is predominantly favored by owners of large and complex mega-projects across many industries (civil infrastructure, oil & gas, transportation). There are many considerations for the Design & Build approach which covers schedule, cost, design, work-package interfacing and overall project risk. While the Design & Build approach can be effective, the Project Management Team must be aware of its shortcoming and mechanisms need to be in place to mitigate these potentially negative effects.

The traditional approach for construction projects consists of the appointment of a designer on one side, and the appointment of a contractor on the other side. The design–build procurement route changes the traditional sequence of work. It answers the client's wishes for a single point of responsibility in an attempt to reduce risks and overall costs. It is now commonly used in many countries and forms of contracts are widely available.
As for Ir. Noor Iziddin will present on the role of project management consultant fit into Construction Project Overall Value Chain. Plus, on the Methods, Process, Tools & Techniques for Project, Program & Project Portfolio Management. All this part and parcel from small to big or mega project using design and build concept rather than conventional type of project especially in Malaysia scenario.

SPEAKER BIODATA

Ir. Faizal A. Sanusi has served the Project Management Technical Division in IEM since 2005, including as its Chairman in 2012. He has a BSc in Civil Engineering from the George Washington University, USA in 1988 and an MBA from Open University, Malaysia in 2005.
His engineering and project management experience spans across the oil & gas and building industry since he began his career 30 years ago. In his career, he has performed various roles ranging from design engineer, resident engineer, project engineer and project manager for a myriad of engineering projects – civil Infrastructure works, commercial buildings including an intelligent office institutional building, gas processing plants, offshore gas pipeline installations and offshore gas producing platforms. He also challenged himself as an entrepreneur in the business of facilities management for oil and gas on-shore installations and has provided training in various project management topics to the Royal Malaysian Navy and private commercial property developers.

Some of his notable career highlights as follows:

    Project Advisor and Project Services Manager for  Oil & Gas Exploration & Production MNCs
    Project Services Division Head for a local Offshore Oil & Gas Service Provider
    Project Manager for the Malaysian Securities Commission 4 star intelligent building project
    Director of a local Facilities Management company overseeing Oil & Gas O&M projects

Ir. Noor Iziddin Abdullah B. Hj Ghazali has almost 15 years of multiple industries assuming the leadership role for the following industries: - semiconductor, property development, data center & telecommunication. Experience also as Industry Advisory Panel & Adjunct Professor at five local universities in the area of STEM & TVET. He has served the Project Management Technical Division in IEM since 2009 as committee member.

Initially in a semiconductor with Spansion (AMD & Fujitsu JV) then MIMOS Semiconductor. Subsequently to data center development at Cyberjaya for Google, Deutsche Bank, TM, NTT, Petronas, BMW, etc worth more than USD 50 million. Then attach to Mesiniaga as the Project Manager for core network using Cisco & Juniper router & switches for Petronas ICT. Later with Putrajaya Holdings for development of commercial green building projects value more than USD 100 million. After that as Electrical Manager at Sunway Property overseeing the whole electrical & mechanical projects value more than USD 300 million. Recently with edotco (Axiata Group Berhad) as the Regional Head overseeing energy-efficient projects at Malaysia, Bangladesh, Sri Lanka, Myanmar, Pakistan & Cambodia using IoT & big data connected to more than 5000 telecom towers as of the year 2016. Then as Program Manager of Radio Access Network Modernization (LTE Advanced/) with Celcom vendor (Huawei & Ericsson) worth over USD 200 million in year 2016. Now as the VP & Dean of Engineering Faculty, University Malaysia of Computer Science & Engineering (UNIMY) at Putrajaya beside having experience as Engineering Accreditation Council (EAC) panel recently to UNIMAP & USM.

10. Certified Construction Project Manager from CIDB in 2017,
11. Train the Trainer from PSMB/HRDF in 2017.
