SYNOPSIS
When a vehicle is purchased, the owner is responsible to maintain the vehicle condition and most importantly to drive it safely. Both factors are equally important in minimizing the risks of road traffic crashes and injuries. Every implemented countermeasure in road safety must be treated equally as important though in reality it may not serving the intended purpose. For instance, the fitment of airbags will help to reduce the injury severity; however, data from various studies show that there are vehicle occupants who ignore seatbelts, which defeat the intended benefit of airbags. Since human factors are something tricky to be solved in an objective manner, the other avenues to raise the bar of minimum safety standard of vehicles can be achieved through the Vehicle Type Approval (VTA) process and also the New Car Assessment Program (NCAP). Improved VTA and the introduction of NCAP are perhaps the new paradigm in the country’s automotive layout, since the previous efforts are merely focusing on establishing and strengthening the car industry. Thus, the technical talk will highlight and discuss on the roles of VTA and ASEAN NCAP ratings in elevating the vehicle safety standards and encouraging a market for safer vehicles not only in Malaysia but also in the ASEAN region.
BIODATA OF SPEAKER
Ir. Mohd Hafzi Md Isa has more than 10 years experience working in the areas of road safety and vehicle safety. He obtained a Bachelor of Mechanical Engineering from the University of Minnesota, USA. At present he is the Head of Crash Safety Engineering, a unit under the Vehicle Safety & Biomechanics Research Centre, Malaysian Institute of Road Safety Research (MIROS), responsible for the development and operational activities at MIROS PC3 - the only independent crash test laboratory in the Southeast Asian countries. He is a member of the Technical Committee on Safety (TC/L/1), a member of the National Committee of Type Approval and Homologation as well as Malaysia representative in the ISO/TC22/SC39 (Ergonomics), an expert in the Working Group 8 (TICS On-Board – MMI) and a certified ASEAN NCAP Inspector. He is also a certified Professional Engineer by the Board of Engineers Malaysia (BEM) and a corporate member with the Institution of Engineers Malaysia (IEM).
