SYNOPSIS:
In a series of lectures and seminars over the years, Prof Ir Dr Chen has woven together themes of property development, business, regulatory agencies, public policies, town planning, architecture, engineering, money, politics, organizational behaviour, stakeholders’ management, neighbourhood engagement and society to tell the story of the majestic cluster of buildings that came to dominate the skyline of Klang Valley.
Everything about the conception and creation of Mid Valley City was supersized and dominating. Despite years of early set back encountered by the previous PPP partner, Mid Valley City Sdn Bhd (a member of the IGB Group of Companies) emerged as the white knight to its rescue in the early 1990s and eventually transformed it to what it is today.
Using various principles and methodologies of the Urban Land Institute (ULI) and the National Council for Public Private Partnerships (NCPPP) of USA as benchmarks, Dr Chen pits the Mid Valley City PPP implementation against global best practices to unearth the secrets of its success.
Combining insightful on-the-job experience and rigorous personal research, Dr Chen shares with his audience, through multiple narrative lines on various intersecting events, the lessons learned through his two decades of association with one of the greatest urban regeneration project in Kuala Lumpur.

Prof. Ir. Dr Chen Boon Tai
Professor Ir Dr. Chen has been actively involved in mixed use real estate developments, including several Public Private Partnership (PPP) projects, in his 38 years career. Having been part of the pioneering team 23 years ago of the highly successful Mid Valley City development between Kuala Lumpur City Hall and Mid Valley City Sdn Bhd (a member of the IGB Group of Companies) as a PPP, Dr Chen retired as its Director of Project Development in 2014 to devote his time to teaching as the Industry Professor of Management in the Engineering Management Department of the Malaysia University of Science and Technology. He is currently teaching and supervising Doctor of Business Administration and MBA candidates as the Adjunct Professor of Business and Management with the IPE Management School, Paris, France. Dr Chen also functions as an examiner and moderator for several doctorate and master programs. In addition, as an editor in the editorial board of a United Kingdom journal, he also reviews papers for publication.
Though qualified as a Professional Civil Engineer, Dr Chen has moved on to careers with wide business and management expertise. In addition to being a corporate man, Dr Chen is also an entrepreneur; having completed a mixed-use development in Kuala Lumpur in the 90s with his personal associates.
Dr Chen earned an honours degree in Civil Engineering from University of Malaya, a Graduate Diploma in Business and Management from SEGI University College, a MBA from the University of The Sunshine Coast, Queensland, Australia and a PhD in Business Administration from Tarlac State University, a 112 -years old institution designated as a Centre of Excellence in the Republic of the Philippines.
