Synopsis

Lecture by Ir.  Hj Look Keman

Explosives is a very dangerous chemical however without the use of explosives we will not be enjoying the high standard of living today. The use of explosives is highly regulated and only competent people are allowed to use it.

The talk will introduce the technical aspects of explosive, its properties types and also various initiation system available in the market to suit any particular application. A well trained Blasting Engineer should be able to make the right decision or choice for his application.

Explosives is also considered as safety issue and thus only those with security clearance permitted to handle explosives.

Department of Mineral and Geoscience (JMG) has many roles with respect to mineral and geoscience fields. JMG also is entrusted to ensure mines and quarries are developed according to the mining and quarrying laws currently in-force. In blasting aspects, the JMG’s roles are to ensure the activities carried out are safe, sound and protects the people and environment without causing any adverse impacts. JMG have officers with mining or mineral resources engineering background which have knowledge and experiences on explosives and blasting in quarries and mines and also considered as expert Department in this discipline.

This talk begins with a background about blasting works of the mining & quarrying site and development blasting on local area. Then, the talk will touch into the Act or laws, procedures, rules and guidelines related to blasting which come under the JMG and others authorities or Department. The talk also brief the requirement for any person to sit the theoretical and practical exams intending to become Shotfirer. Also explaining the procedures of issuing licences to any person who wants to conduct any blasting activity in respectively site.

Secondly the talk will cover,
1.The collaboration between JMG and PDRM to strengthen blasting competency such as established a Certification Panel with respect to blasting and explosive.
2.Also the roles of Institution Quarry Malaysia as training and education centre to train a person in blasting discipline.
3.To address the main challenges in regulating the industrial blasting activities including issues of security & safety of explosive.

Finally this talk touches on the Malaysia industry standard need to improve to ensure the safe use of commercial explosive. Scenario and potential of future explosive in Malaysia. Some steps will be taken to enhance the safe use of blasting in Malaysia.


About The Speakers

Ir. Hj Look Keman bin Sahari graduated in Mining Engineering from University of Strathclyde, Glasgow in 1979 and joined the Mines Department Research Division as a mining geotechnical engineer specialising in slope engineering and landslide failure investigation. He later joined the Inspectorate Division of the same Department and served in Perak, Selangor, Negeri Sembilan and Melaka. In 1990 he further his studies at Royal Military College of Science, Cranfield University and was conferred M.Sc in Explosive Ordnance Engineering. He had the opportunity to attend many Advanced Surface and Underground Blasting and also tunnelling locally and overseas. He had also given many lectures on explosives and blasting at IEM. He is a Fellow of IEM and a Professional Engineer with Practicing Certificate.

Ir. Dato’ Ahmad Zukni bin Ahmad Khalil is the Head of Mines and Quarry, Technical Division of Department Mineral and Geoscience Malaysia (JMG). He received his Bachelor of Mineral Resources Engineering from the University Science of Malaysia in 1998. He then served with the Department of Mines in Perak as an Inspector of Mines in 1998 to 2001. He also had experienced working in states of Kelantan and Pahang from 2001 to 2017. Throughout his career in the government service, he has contributed in drafting guidelines and regulation for mining and quarrying industries in Malaysia.
