SYNOPSIS
The Distribution Division of Tenaga Nasional Berhad has established Pre-Commissioning Inspection and Testing (PIAT) for civil works as a prerequisite in acceptance of substation buildings constructed by TNB appointed contractors as well as by Developers.
Two sets of checklists have been established for the PIAT i.e. checklists for 33 kV projects and 22kV and below projects. The checklists were prepared with reference to the current TNB Distribution specifications for civil works and series of workshops conducted with participants from the Engineering, Asset Development and Operation & Maintenance Units of the Distribution Division.
Specification Compliance Audit (SCA) is conducted at the beginning of every PIAT exercise. The purpose of the SCA is to ensure all relevant documentation, drawings are endorsed and approved by the relevant authorities, work records, product warranties, and O&M Manuals are submitted.
Details of PIAT checklist includes checking of internal and external components of the substation building. The internal components include Switchgear room, control room, battery room and cable cellar. The external components include bays and plinths for Transformers, Neutral Earthing Resistor (NER), Local Transformer (LT) Capacitor Bank, earthing system, drainage, roadworks, fencing and signage.

Ir. HARPREET SINGH, is a Chief Engineer (Civil) – at the Asset Development Department, Distribution Network, TNB. He is responsible for all project design works related to the construction of substations and transmission lines for 33 kV and below projects. Prior to this position, he was involved in project management of large power plant projects particularly hydropower. He received his first degree in B. Eng (Civil), 1991 from Universiti Teknologi Malaysia. He then obtained a Masters in Engineering Management (MEM) in 2004.
