SYNOPSIS

Traffic Impact Assessment (TIA) is a systematic and scientific process to study and analyze the potential impact of the traffic generated by a new development on the surrounding road network system. TIAs are used to identify potential issues, such as congestion, safety, and accessibility that may arise from the new development, as well as to determine the necessary treatments and mitigation measures to ameliorate such impact.
As a developing country, the development of new areas is unavoidable. The development of new township, buildings and infrastructures will inevitably generate additional traffic which will eventually increase the volume of traffic on the road network and may adversely affect the performance of the existing roads and junctions.

The TIA investigates and identifies any adverse impact of the new development to the existing traffic and transportation facilities. Mitigation measures will be evaluated and feasible measures will be recommended to ensure that any residual impact will be insignificant upon their implementations. Traffic engineering and management measures will be proposed in order to minimize and to alleviate the anticipated adverse impact to the neighboring area. TIA also identifies improvements needed to integrate the proposed development within the pedestrian and cyclist pathway system.
The general study approach follows the requirements of TIA as specified under the Road Engineering Association of Malaysia (REAM) Guidelines for Traffic Impact Assessment.


BIODATA OF SPEAKERS

Ir. Ong Sheng How graduated with a Bachelor of Engineering (Civil Engineering) degree from RMIT University, Melbourne in 2000. He has been in the engineering profession for more than 15 years, including in the construction and in civil engineering design. He has more than 10 years of experience in traffic engineering and transportation planning, and has involved in numerous Traffic Impact Assessment (TIA) studies and various Transport Master Plan studies in Malaysia. He is currently attached to Atur Trafik Sdn. Bhd. and serves as a committee member in the Highway and Transportation Engineering Technical Division (HTETD) of the Institution of Engineers, Malaysia (IEM).
Ir. Ong is passionate about the transportation scenario in Malaysia, and desires to contribute towards making the cities in Malaysia a better place to live in by improving the quality of life of the people through better transportation system; particularly in his home state Penang.


Edwin GOH holds a Postgraduate Certificate in Higher Education (2013) from University of Nottingham, Master of Science (Highway and Transport Engineering) (2005) and Bachelor of Civil Engineering (Hons.) (2001), both from Universiti Putra Malaysia. Presently he is the Associate Professor at the University of Nottingham (Malaysia Campus). Edwin GOH is an active member of Highway and Transportation Engineering Technical Division (HTETD) in the Institution of Engineers Malaysia (IEM), Petaling Jaya. He is a Corporate member of IEM, Member of the Chartered Institution of Highways and Transportation (CIHT) and Fellow of the Higher Education Academy (HEA) in United Kingdom. He is also a Construction Industry Development Berhad (CIDB) certified Traffic Management Officer (TMO), Human Resources Development Fund (PSMB) Certified Trainer and National Vocational Training Council (MLVK) Certified Instructor in Malaysia.

Edwin GOH has been working as academic in few Private Higher Education Institutions (PHEIs) in Malaysia since 2002, and has established an excellent teaching record and proven research profile. His research not only focusing on innovative teaching and Outcome-based Education (OBE), but also emphasising on experimental of highway pavement materials, transportation and road safety studies. He had published extensive research articles in international journal and conference, and has been invited as keynote speaker in conference and as well as the reviewer for few journals.  
In Atur Trafik, he involved in few major transportation studies such as Traffic Impact Assessment (TIA), Traffic Management Plan (TMP), Temporary Traffic Management (TTM), Trip Generation Study, Mode Choice Modeling and Parking Demand study for Tun Razak Exchange (TRX) and Klang Valley Mass Rapid Transit (KVMRT) 2 projects.
