SYNOPSIS
The LED component cost is only one facet of the design and production cost for solid-state lighting (SSL) system. Other factors that impact the overall cost, performance, and lifetime of general lighting products include the suitability of components for the lighting application. The solid-state lighting (SSL) industry has focused on LED component cost as the key to lower upfront costs for broader SSL adoption. Still, there can be hidden system-level costs and reliability issues tied to the selection of LED components, which SSL developers must understand to deliver products that perform well at installation and throughout an extended life. With the rapid development of LED lighting, players are now focusing on Road Lighting with the introduction of LED as a new light source. Most of them are from electronic based manufacturing company extension LED as another light source. They have little experience on lighting application. Hence not all manufacturers are competent and reliable and they do not understand the method of measurement and calculation. Theoretically two complementary measures of road lighting system performance have been employed: illuminance, or the amount of light from luminaires incident upon a given surface of interest, and luminance, or the amount of reflected light returned to the driver’s eye from the surface of interest.
The right method of measurement and calculation (MS 825: 2007) need to be implemented as the technology and standard have developed to ensure the road lighting design is toward safety, energy-efficient and economically applied. A good lighting will create a comfort visual environment that enable people to see, to move about safely and to perform visual task efficiently, accurately and safely without causing undue visual fatigue and discomfort. The authority, engineers and stakeholders understand the road lighting plays an important role in human visual capabilities, ensure comfort and create appropriate lighting conditions. Without realizing that, the most important criteria in the road lightings are actually how to audit and apply the method of measurement and calculation in a practical condition site. International standard such as CIE 140; 2000 and BS EN 13201; have been well established on this requirement. The MS 825, Part 6, on this subject has also been adopted and published. Technology and standard evolves quickly, we hope that the authority, engineers and stakeholders involve in the street lighting industry have a better understanding and knowledge in applying the right method of measurement and calculation on road lighting professionally.

Mr. Siew Choon Thye (C. T. Siew) has more than 20 years history of leadership and governance positions in lighting manufacturing, application and businesses for the professional lighting sectors. His activities primarily include Lighting Design Application, Lighting Product Development, Engineering and installation of various types of lightings application such as; Sport –Stadium, Port, Architectural Facade and Public Street Lighting. He is a member of the SIRIM TC Lighting committee and several working group on MS standard. He was the founding Chairman of CIE and Lighting Council Malaysia (MyCIE & NCCIE) and is currently the Div 5 – Head. In addition to the Lighting Industry, Mr. C.T. Siew is a Managing Director of Gruppe Lighting Solution Sdn. Bhd. Specializing in lighting manufacturing and application on Public lighting, Sport lighting, & industrial lighting Mr. C.T. Siew is actively and deeply involved in the Malaysia government standards development and activities related to lighting and is a Deputy President of The Electrical and Electronics Association of Malaysia (TEEAM) Council of MyCIE & NCCIE – Malaysia – International Commission on Illumination. Mr. C.T. Siew has a Bachelor’s degree in Manufacturing graduated in 1990.
